The story of this film revolves around Kim Gwang Il (Lee Jong Suk) who is the son of a high-ranking North Korean. He is suspected of involvement in serial killings taking place in various countries. He became a target for police in South Korea.

V.I.P. Kim Gwang-Il (Lee Jong-Suk) arrived in South Korea through planning by NIS in South Korea and CIA in America. NIS Park's agent Jae Hyeok (Jang Dong Gun) acts as Kim Gwang Il's protector. There was a dispute between South Korean police and North who each felt more entitled to capture Kim Gwang Il.
